Virginia Homeless Solutions Program

The Virginia Homeless Solutions Program (VHSP) is a state- and federally funded program to support Continuum of Care (CoC) strategies and homeless service and prevention programs that align with the following goals:

  • To reduce the number of individuals/households who become homeless,
  • To shorten the length of time an individual or household is homeless, and
  • To reduce the number of individuals/households that return to homelessness.

The VHSP is a collaborative funding opportunity. Each project application must meet the GRCoC's Threshold Requirements.  The community's collaborative application is submitted by Homeward on behalf of the GRCoC.


The Virginia Department of Housing and Community Development allocates a combination of state and federal dollars for the Homeless and Special Needs (HSNH) Virginia Homeless Solutions Program (VHSP). Around 17 million dollars are awarded across the state, with the GRCoC receiving $1,672,316 in funding, an amount that has remained essentially flat since 2014. VHSP funding is the only source of coordinated funding eligible for emergency shelter operations in the GRCoC. VHSP funds also support Outreach, Coordinated Entry, and Rapid Re-Housing operations across the region. VHSP operates on a 2-year competitive cycle, with grants operating on an annual cycle. The 26-27 cycle is a non-competitive renewal year, the second non-competitive renewal since 2024-25. Renewal application packages include a year 2 budget request and a brief narrative update on any major trends in service needs since the previous year’s application.

Homeless and Special Needs Housing: Housing Trust Fund- Homeless Reduction Grant


Virginia Housing Trust Fund- Homeless Reduction Grant Application has since been closed.


The goal of the HTF-HRG program is to reduce homelessness in the Commonwealth of Virginia. DHCD will support CoC/LPG strategies and homeless service projects that are or will be a part of an effective emergency crisis response system to ensure that homelessness is rare, brief, and one time.

 

All applicants were required to submit their project applications through CAMS to be considered for the 2026 HTF-HRG program.

 

The 2026 HTF-HRG program supports three project types:

- Rapid Re-housing

- Underserved Populations Innovation Project

- Permanent Supportive Housing (housing stabilization services and rental assistance for chronically homeless)
