Purpose

The GRCoC Ranking Committee will coordinate and review the Continuum of Care application to the U.S. Department of Housing and Urban Development as well as other coordinated funding programs targeted to the Continuum of Care as a whole (such as the Virginia Homeless Solutions Program.) Composition

The Ranking Committee will be made up of GRCoC members who are not applying for coordinated funding. The committee chair will propose members, and the GRCoC board must approve them by a simple majority vote, which may occur by email. The chair may also invite subject matter experts to support the committee’s work. Additionally, individuals with lived experience of homelessness may be approved by the Ranking Committee Chair and the GRCoC Board Chair. The inclusion of lived experience experts is encouraged, as their perspectives are vital to informing equitable and effective funding decisions.

Responsibilities

The responsibilities of this committee include:

1. Reviewing, scoring, and ranking new and renewal projects that will be submitted during a coordinated funding process;

2. Determining which applications can be received for consideration for a funding process;

3. Selecting the applications being submitted for funding;

4. Ensuring that no members of the Ranking Committee have conflicts of interest which might impact the proposed resource allocations;

5. Ensuring that coordinated funding processes work to maximize the available resources to meet the priorities of the Greater Richmond Continuum of Care; and,

6. Reviewing applications for planning and HMIS activities submitted by the Collaborative Applicant and HMIS lead agency (Homeward).
