FY 2026 HUD CoC Competition Notice of Funding Opportunity (NOFO) We'd like to share with you that HUD released the FY2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). You can access the NOFO here: FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO Homeward staff have prepared an overview of this NOFO: Read overview here. The GRCoC invites all interested applicants, including nonprofits and faith-based organizations to review the NOFO and consider submitting an application through the GRCoC Local Competition. The GRCoC local competition will open Monday, June 22nd. Homeward will host the FY26 "How to Apply Webinar" on Tuesday, June 23rd at 10am. Register Here Office Hours will be hosted June 30th, July 7th, and July 14th. Register for Office Hours here. Because of the changes to the FY26 competition, all new AND renewing projects will need to submit a letter of intent (LOI) for their FY26 application. Information submitted in this LOI will be used for initial eligibility screening and administrative support for the Ranking Committee. Information submitted in the LOI will NOT be considered in project scoring or ranking. Letters of Intent are due by Monday, July 6th. Complete LOI submission here. Performance data, in accordance with GRCoC Local Competition Policies and Procedures, will be pulled by the HMIS lead for Calendar Year 2025 on Wednesday June 24th. 2026-27 GRCoC Funding Priorities & Investment Strategies Survey The Greater Richmond Continuum of Care (GRCoC) updates the regional homeless assistance funding priorities and investment strategies annually. To inform this annual update, we'd like to hear from you! The GRCoC uses these funding priorities to support the review and ranking of projects in locally-led funding competitions for state and federal funding targeted to address homelessness in the Greater Richmond region. While these priorities guide our overall strategy, the annual GRCoC Competition policies and procedures define the review and ranking processes used to develop priority listings in response to funder requirements laid out in a Notice of Funding Opportunity (NOFO). The Investment strategy is used to advocate for additional strategic investments to fill gaps in the coordinated homeless services system. Your feedback will be used to develop this annual update. Complete the survey her e GRPAH Community Meeting- Regional Homelessness Strategic Planning The Greater Richmond Partnership to Address Homelessness (GRPAH) is updating its regional plan to address homelessness. GRPAH brings together the City of Richmond, Chesterfield, Hanover, Henrico, and the Greater Richmond Continuum of Care (GRCoC) to gather input from our systems and communities to map the path forward, together. This work kicks off a coordinated planning season, with GRPAH and the CoC developing their respective plans in close alignment. As extreme weather approaches, many organizations across our region are stepping up to support individuals experiencing homelessness, including placing people in hotels as part of emergency response efforts. In my role with Homeward , I’ve worked closely with our amazing managed care organization partners to create a resource flyer for individuals who may be isolated in hotel placements and in need of essential supports. Please help us spread the word by sharing this infographic with staff, partners, and anyone who may benefit.

The federal government – through the U.S. Department of Housing and Urban Development (HUD) – provides the largest amount of public funding for homeless services in the Greater Richmond region. For more than 25 years, the Greater Richmond Continuum of Care (GRCoC) has coordinated federal funding locally. Recently, HUD announced changes to how it will award future money. HUD’s new approach and priorities will have major implications for our community. This blog post provides a high-level overview of the situation, what it means for the Richmond region, and how you can get involved. What’s Happening? HUD proposed drastic changes to federal funding for homeless services. Historically, the federal government has partnered with local communities to develop local programs to address homelessness in their area. These programs are tailored to the specific needs of the community and based on extensive community input. The proposed changes undercut that local community process. HUD is severely limiting how communities can spend federal funds on homeless services. What Does This Mean for Our Region? By changing how the Richmond region can spend federal money on homeless services, many programs that work will be forced to wind down. Two-thirds of housing programs for those experiencing homelessness in our region will be shut due to these abrupt changes in federal funding. Our region also wouldn’t be permitted to spend these federal funds on emergency shelter. This means that people will lose their current housing, have nowhere to go, and our community won’t be able to offer them the support they need. Ultimately, we’ll see a dramatic rise in unsheltered homelessness in our region, starting next winter. What Can I Do to Help? Congress can still act to stop these funding changes or at the very least give local communities more time to plan for the changes. Contact your U.S. Representative and Senators. Tell them that homelessness matters to you and you want our local community to continue to make decisions about homelessness locally.
